Introduction:

Under the National Education Policy-2020, many new initiatives have been undertaken to strengthen secondary and higher secondary education in Gujarat. Twenty-first century is the century of science and technology. The need for science-oriented education is increasing in every field of life as well as in employment matters. Investments are being made in many futuristic industrial sectors in Gujarat. Industrialization is taking place through new age industries like advanced manufacturing, digital technology, bio technology, green energy, aircraft manufacturing, semi conductor. Thus, abundant opportunities will be created for the youth of the state who are educated in science stream and have technical skills. Thus, keeping in mind the importance of science stream studies, the issue of providing incentive assistance to such students to get admission in science stream and complete their studies up to class 12 was under the consideration of the government.
Resolution:-

After due consideration of the present matter, it is hereby decided to implement the scheme for providing assistance to students pursuing science stream in higher secondary education subject to the following conditions.

1. Name of Scheme:

The name of the scheme will be "Namo Saraswati Vigyansadhana Yojana" for science stream students in higher secondary education.

2. Eligibility of Beneficiary:

Students who secure 50% or more marks in Class-10th Board Examination in science stream in Higher Secondary in State Government aided and self-supporting schools recognized by Gujarat Secondary and Higher Secondary Education Board (GSHSEB) or Central Board of Secondary Education (CBSE) under This assistance will be available to eligible students.

a) All students who have studied in class 9th and 10th in government or aided secondary schools of the state, or

b) Have studied both or one of the 9th and 10th standard in a recognized independent secondary school and whose family income is less than Rs. 6 lakh or less students.

3. Assistance Available:

1. Under this scheme, Class 11th and 12th received a total of Rs. 25,000/- will be paid as assistance.

2. Annual per student for class 11 Rs. 10,000/- and per student for class 12 Rs. 15,000/- will be available.

3. Monthly Rs. 1000/- per annum Rs. 10,000/- for both the years received total Rs. 20,000/- will be paid. While the remaining Rs. 5,000/- will be available after passing the board exam of class 12th.

4. Procedure for payment of assistance amount

1. The Director, Schools shall be the implementing officer of this scheme.

2. A separate "Namo Saraswati" portal shall be created for smooth administration of this assistance scheme by the Director, Schools.

3. Payment of assistance under this scheme will be credited to the bank account of the student's mother through Direct Benefit Transfer (DBT) by the Director, Schools. In case the student's mother is not alive, the amount will be directly deposited in the student's bank account.

4. Schools have to register the higher secondary science stream students enrolled in their school in the CTS (Child Tracking System) portal under the Vidya Review Centre.

5. The Director, Schools shall verify the enrollment and eligibility of the students made by the schools on the CTS portal through the concerned District Education Officer and thereafter the list of eligible students shall be uploaded on the Namo Saraswati portal.

6. Eligible students have to deposit the amount of June aid in the respective bank account in the month of June as far as possible from the commencement of the academic session, otherwise the aid amount of June, July in the month of July should be deposited in the respective bank account at the same time.

7. Thereafter the amount of assistance for the remaining months during the academic year which will be deposited in the bank account of the concerned student's mother or student till the 10th of that month.

8. It will be the responsibility of the school to maintain regular attendance on the Online Attendance Portal of the Vidya Review Center of the students availing the benefit of this scheme.

9. Spot checks on attendance of students will be conducted by the Education Department officials wherever necessary without any intimation to the school. During which the assistance of the students whose attendance is not maintained at an average of 80% in the previous months will be stopped.

10. If a student leaves the school mid-term for any reason, in such cases the remaining amount of aid will not be available and the amount of aid paid to the student will not be refunded.

11. In case of a repeat student the aid of that standard shall not be paid more than once. If the student continues further studies then the aid will be available as per rules in the next standard. The repeater students of 2024-25 will be eligible for aid of that standard based on eligibility.

12. Aid admissible on passing the Board Examination shall be admissible whenever after passing the Board Examination, in cases where the student passes the Board Examination in more than one attempt, the aid shall be admissible at the time of passing the Board Examination.

13. Even if the student is getting the benefit of scholarship under any other scheme of the Govt., the benefit of this scheme will be available as an additional benefit.
6. Other Matters:

The Education Department or the Director, Schools may decide and issue necessary ancillary instructions for the proper implementation of this resolution.

The implementation of this scheme has to be done from the academic year 2024-25.
